In an increasingly complex global landscape - defined by climate urgency, geopolitical instability, and evolving cross-border threats - the ability to disseminate timely public warnings stands as a nation’s primary line of defense.

We provide dedicated accessibility frameworks for eligible governments within EW4All priority countries, Small Island Developing States (SIDS), Least Developed Countries (LDCs), and conflict-affected regions. This initiative is rooted in a fundamental conviction: neither financial nor technical barriers should ever impede the protection of human lives.

Since technology alone is not enough, we contribute to the Project Management Assistance (PMA) and Technical Assistance (TA) components of every project. This targeted support ensures institutions gain stronger autonomy and long-term operational effectiveness.

Programme A: Regional Solidarity Alliance

Overview: Budget optimization through cross-border cooperation: By pooling deployment across neighboring nations or those sharing common security challenges, we maximize financial resources and foster system interoperability for borderless protection.

The mechanism: Tiered investment support based on the number of participating nations. Up to a 35% reduction on the global infrastructure costs.

Eligibility criteria: Regional blocs, defense or civil security alliances, and multi-country programs aligned with the EW4All initiative.

Programme B: Sovereign Priority Access

Overview: Prioritizing immediate deployment by removing capital barriers through a direct bilateral approach to accelerate national security. We neutralize initial financial burdens (CAPEX) to enable instantaneous operational activation.

The mechanism: Full waiver of activation and integration fees. Only the operational subscription and maintenance costs remain the responsibility of the State.

Eligibility criteria: Nations facing climate emergencies, conflict zones, or territories requiring priority security deployment.

As a leading provider of public warning technology, Intersec is a staunch proponent of a comprehensive multi-channel approach. Our mission is to achieve near 100% population coverage by seamlessly integrating all available communication vectors:

  • Mobile network-based: Cell Broadcast and Location-Based SMS (LB-SMS).
  • Traditional channels: Sirens, TV, Radio, and registration-based SMS alerts.
  • Digital and emerging channels: Social media, websites, mobile apps, and satellite-based notifications.

Through this hybrid architecture, we ensure that life-saving information bridges the gap to even the most remote areas, effectively reaching 'last-mile' communities where connectivity may be limited or traditional infrastructure is lacking.

Our role is to support governments in selecting the most appropriate technology from the project's inception. We ensure that every solution is sustainable, scalable, and, above all, centered on individual safety.

We work in close collaboration with national authorities and local stakeholders to identify the most relevant solutions, whether through Cell Broadcast, Location-Based SMS, sirens, or hybrid systems.

By taking into account existing infrastructure, network coverage, and local usage patterns, we co-design the most effective technological mix to respond with precision to the country’s specific hydrometeorological, geological, or human-induced risks.

This approach places inclusivity at the heart of our mission: our objective is to maximize alert accessibility for the most isolated communities. By adapting to geographical and technical constraints, we strive to ensure that warnings reach the greatest number of people, fostering equitable protection across the entire territory.

Implementing a public warning system in vulnerable regions requires more than digital infrastructure; it demands cross-disciplinary expertise, operational, functional, and technical. Intersec addresses this imperative by supporting the Project Management Assistance and Technical Assistance efforts needed to achieve full operational autonomy for local institutions.

This support is designed to assist national Project Management Units in clarifying requirements and coordinating stakeholders, particularly mobile network operators.

By focusing on knowledge transfer and mentorship for civil safety actors, this approach ensures that local institutions achieve the full autonomy needed to guarantee the long-term sustainability and operational effectiveness of the system, tailored to the specific realities of their territory.
