Global Resilience Through Multichannel Warning Systems (EWS/PWS)

This presentation will highlight the new public warning system in Luxembourg and its potential to serve as a model for enhancing public safety worldwide. Traditionally, alerts were disseminated through GouvAlert.lu and a zonal SMS system. The new PWS combines cell broadcast with location-based SMS to maximize reach and leverage situational awareness instruments for more effective crisis management. Additionally, the system integrates a newly developed mobile app enabling Luxembourg authorities to provide real-time updates and safety instructions, along with advanced features to enhance inter-agency communication during emergencies, resulting in more effective coordination of field operations.
